History:

Chris Traeger was born in the Capitol to parents who were not all that affluent by Capitol standards. He was born with a rare blood disorder (I've always headcanoned this to be a more complicated form of congenital amegakaryocytic thrombocytopenia), and was given a prognosis of 3 weeks. His parents struggled to afford the complex stem cell therapy that would be required to give him a chance, and instead the Panem government stepped in and paid for the most cutting edge treatment available, leaving Chris the model of physical health as well as making him something of a symbol of combined Capitol technological prowess and benevolence during his childhood. As he grew up he became very health conscious, partly out of pride of how healthy he is and partly through the fear that things could all be so drastically different. He maintains a very positive attitude and enjoyment of life, and has a deep sense of gratitude toward the Capitol, choosing a career serving them as best as he can. Chris has held various lower and mid level bureaucratic roles in Capitol government. Most recently he was employed as a manager for a subsection of the Capitol, supervising the day to day running of the staff and delegating duties, as well as the area's budget (similar to his role as City Manager in Pawnee). He has just moved out of that role to accept a position in the Training Centre, overseeing the finances of the Training Centre, Tribute and Staff welfare, and keeping up morale. He also plans to volunteer as a fitness trainer in the training area during his spare time.

Presentation:
Chris presents the image of an overwhelmingly positive, dedicated public servant. He cares a great deal about the wellbeing of all of Panem, and believes that wellbeing comes from a combination of strong government and personal endeavour. His positive attitude is almost unflagging, he always tries to see the bright side and hopes that his optimism will spread to those around him, seeming quite oblivious to the fact that it can make him come across as too intense or overbearing at times. He loves problem solving and likes nice, tidy answers to things, loves hearing and endorsing creative ideas, and sees himself as a motivator and positive influence.

Chris feels emotions very deeply, showing affection openly, and becoming overwhelmed at something he finds touching or sad (he can't get through Arena footage without bawling). He is extroverted and thrives on interaction, enjoying his work because it means he gets to interact with a huge variety of people, and is constantly seeking meaningful social interaction in his social life too, especially now that he's moved jobs and locations again and is having to start from scratch in that respect. He values people and wants them to know they're valued, greeting them with their full name when he sees them, ostensibly just so that they'll see that he's remembered who they are and is happy to see them. He can be a little wary of Districters as he knows they are more prone to disease and is terrified of becoming ill, but he will still be as enthusiastic to be with them individually, as well as donating his time to charity fitness events to help out District children with limiting illnesses, wanting to give them a chance to be the best they can be, wanting to pay forward the chance he was given.

Chris's childhood illness makes him view his body as, in his own words, a microchip which a single grain of sand could destroy - that is to say, something incredibly fine tuned but potentially fragile. He works out every day, going for long runs and even doing exercises while in his office, and monitors his food intake very closely. He's the sort of person who will follow the latest in food and fitness, swearing by whatever superfood or health fad is currently on trend, and following lifestyle trends too, whether it's meditation or whatever fashionable religious philosophies the Capitol is currently into, though he doesn't follow any of these fashions blindly, but rather picking and choosing elements of each to combine into his personal routine and push him to become even more fit both physically and mentally.

Motivations:
Chris is extremely driven to be the best version of himself he can be, but he is so focused that he can end up getting tunnel vision. He doesn't realise that his demeanour can come across as overbearing and offputting, both among colleagues who aren't so positive and passionate about their job and just want to keep their heads down and get on with their work and go home, and when it comes to romance - too often girlfriends struggle to keep up with him and can become mentally drained, not to mention that he'll push for them to take up the same diet and exercise regimes, thinking it works for him so therefore it will make their lives happier too.

The thing is, Chris isn't happy. He is quite emotionally fragile and very lonely, and focusing on throwing himself into his work, his fitness and his positive persona allows him to keep occupied with those rather than ever slowing down to look deeper and ask himself just why he isn't happy and to take steps to fix that. With a change in jobs and location, and the isolation that brings, as well as the emotional ups and downs of working so closely with the Tributes, it's likely that things will become even more emotionally straining for Chris in the future.
